fix(utils): fix APIUrlGenerator undefined base URL issue

- Replace import.meta.env.VITE_APP_BACKEND_BASE_URL with API_GATE_WAY constant
- Ensure API URLs are generated correctly without undefined segments
- Fix API endpoint URL construction
